AI Compliance Review for A2P Submissions

The new AI Compliance Review scans opt-in forms, Privacy Policies, and Terms of Service before A2P submission to help reduce carrier rejections.

What’s New?

A new AI Compliance Review has been added to the A2P campaign submission process. This feature analyzes your opt-in forms and required policy links before the application is sent to carriers.

The review checks your Opt-in Form URL, Privacy Policy, and Terms of Service against common CTIA, TCR, and carrier compliance standards. It then provides clear, actionable feedback directly inside the submission flow.

Why This Matters

Many A2P campaigns are rejected due to preventable A2P compliance issues. The most common problems include incomplete opt-in forms, missing disclosures, or improperly structured Privacy Policy and Terms of Service pages.

Previously, these errors were often discovered only after carrier review, leading to delays, resubmissions, and additional revisions.

The AI Compliance Review shifts that validation earlier in the process. By identifying gaps before submission, you can correct issues proactively and significantly reduce the likelihood of rejection.

How the AI Compliance Review Works

Before you finalize your A2P campaign application, the system automatically scans the Opt-in Form URL provided in your submission.

It retrieves and evaluates linked Privacy Policy and Terms of Service pages as part of the A2P compliance check.

Once the scan is complete, a Compliance Review modal opens automatically within the campaign flow.

What You’ll See in the Review Modal

The Compliance Review modal provides:

  • A count of compliance criteria passed across the opt-in forms, Privacy Policy, and Terms of Service

  • Line-by-line validation with straightforward explanations

  • Clear guidance on what needs to be updated, supported by tooltips and upcoming support articles

  • A required review step before campaign submission can proceed

After reviewing the results, you can either update the flagged items or proceed with submission while acknowledging the potential risk.

What the System Validates

The AI Compliance Review checks against a dynamic list of carrier-mandated A2P compliance requirements, which may evolve over time.

Opt-in Forms are validated for:

  • Clearly displayed business name

  • Explicit consent checkbox (not pre-checked)

  • Visible Privacy Policy and Terms of Service links

  • Clear opt-out instructions

  • Message frequency, message type, and data rate disclosures

  • Proper use of non-mandatory checkboxes


Privacy Policy pages are checked for:

  • Description of collected data and its use

  • SMS opt-in disclosure details

  • Cookie and tracking practices

  • Data security and handling information

  • User rights

  • Clear statement regarding whether mobile data is shared or sold


Terms of Service pages are reviewed for:

  • Description of the SMS program and intended use cases

  • Opt-out instructions

  • Message and data rate disclosures

  • Customer support contact details

  • Age restriction (18+)

  • Carrier liability disclaimer

  • Link to the Privacy Policy

Important Notes

The current AI Compliance Review experience supports Website Forms and Facebook Lead Forms as opt-in methods. Additional opt-in methods will be included in future updates.

You will not be blocked from submitting your A2P campaign if certain criteria are flagged. However, proceeding without resolving identified issues may increase the risk of rejection.

While this feature is designed to reduce common A2P compliance errors, it does not guarantee carrier approval. Final decisions depend on additional factors such as campaign use case, message content, and carrier-specific enforcement policies.
